Background: Citywide Inclusive Sanitation (CWIS) is an approach aimed at ensuring equitable, safe, and sustainable sanitation services for all, particularly in low- and middle-income countries (LMICs). Capacity development plays a crucial role in enabling local and national stakeholders to design, implement, and scale CWIS interventions effectively. The Global Water & Sanitation Center (GWSC) serves as a Center of Excellence (CoE) dedicated to mainstreaming CWIS by bringing together sectoral expertise and efforts. Given the critical need for enhanced capacity development, GWSC is committed to supporting key stakeholders in designing and implementing effective sanitation interventions. General Job Description and Responsibilities: Research Associate – Capacity Development will be responsible in overseeing and strengthening programs aimed to enhance the knowledge and skills of urban sanitation professionals. The candidate will need to understand the capacity needs of International Financial Institutions (IFIs) and coordinate with key stakeholders, including government agencies, utilities, NGOs, academia, and development partners, to plan and design training programs. While the specific content of the training will be developed jointly with delivering partners, the candidate should have a clear understanding of the requirements and what is needed to effectively address them. - Capacity Building Program Design:
- Assess training needs of sanitation professionals, policymakers, and practitioners to inform capacity-building initiatives.
- Design a framework for structured training programs, workshops, and e-learning modules on CWIS.
- Ensure training content is contextualized for local needs and reflects emerging trends in sanitation, climate resilience, and urban infrastructure.
- Stakeholder Engagement and Coordination:
- Coordinate closely with International Financial Institutions (IFIs) to understand capacity needs and align training programs accordingly.
- Foster partnerships with regional and global networks for knowledge exchange and best practice dissemination. The candidate should be familiar with key capacity-building partners in the region, understand their focus areas, identify available resources, and map relevant partners for program implementation. Additionally, they should engage with regional capacity-building hubs to ensure alignment and optimize impact.
- Research and Knowledge Management:
- Synthesize lessons learned from training programs to inform sector-wide learning.
- Develop knowledge products such as training manuals, case studies, and policy briefs.
- Monitoring, Evaluation, and Learning (MEL):
- Develop and implement MEL frameworks to track training effectiveness and participant learning outcomes.
- Utilize feedback mechanisms to continuously improve training methodologies and materials.
- Communication and Advocacy:
- Prepare reports, presentations, and communication materials to share insights from capacity-building initiatives.
- Represent the organization at regional forums, conferences, and working groups focused on CWIS and sanitation capacity development.
Qualifications and Experience:
- A master’s degree in environmental engineering, public policy, development studies, urban planning, or a related field.
- Minimum 3-4 years of experience in designing and/or delivering capacity-building programs, preferably in the water, sanitation, and hygiene (WASH) sector.
- Strong understanding of capacity-building frameworks, including needs assessments, training methodologies, and knowledge transfer mechanisms.
- Familiarity with urban sanitation systems, CWIS principles, and policy frameworks in South and Southeast Asia.
- Excellent communication and facilitation skills, with the ability to engage diverse stakeholders effectively.
- Experience with e-learning platforms, digital tools, and innovative training approaches is desirable.
- Ability to work independently and as part of a multidisciplinary team.
