I. Background

The Waste and Resource Management Cluster (WaRMC) is one of the three thematic clusters at AIT RRC.AP that serves as the policy – research interface - connecting the scientific understanding of waste issues with sound policies. Our mission is to “contribute towards the achievement of Sustainable Waste and Resource Management by promoting 3Rs, Waste Innovations, Circular Innovations, Policies and Practices with relevance to the global and regional environmental frameworks.”  Working towards the mission, WaRM offers a wide range of services including research and assessment to provide policy support, build capacities of the stakeholders, generate and disseminate knowledge, network and build a partnership, organize high-level meetings, and deploy the environmentally sound technologies as demonstration projects. The Cluster has a wide range of projects in collaboration with national and international organizations including the United Nations Environment Programme, Ocean Conservancy, OECD, Ocean Conservancy, ERIA, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), IGES, NIES, and Mitsubishi Research Institute (MRI), etc.

II. Duties and Responsibilities

The Programme Officer, under the supervision of the Head of the Waste and Resource Management Cluster (WaRMC) and in consultation with the programme members, is expected to perform the following:

  1. Provide technical support to the formulation and implementation of projects and activities on waste and resource management and circular economy actions through capacity-building, knowledge sharing, research, and policy advocacy.  
  2. Monitor requests for proposals and similar opportunities and support preparation of bids and proposals by providing technical inputs, including drafting sections or segments of the proposal;
  3. Support the organization and convening of capacity-building and other events by providing inputs to agenda setting, preparing materials, engaging participants, and supporting administrative and logistical tasks as necessary.
  4. Conceptualize, develop, and facilitate a knowledge management system to deliver accurate information relating to past activities, projects, and work programmes as well as stakeholders and partners in a timely and efficient manner;
  5. Analyse current stakeholder engagement efforts and contribute recommendations for the work plan strategy of the WaRM cluster;
  6. Prepare various written outputs, including reports, studies, policy briefs, publications and outreach materials;
  7. Assist in developing outreach materials and updating the kNOwWaste and Cluster's website content;
  8. Assist in monitoring the cluster workplan and support budget management and planning;
  9. Performs any other tasks as assigned by the Head of the WaRM Cluster, and Director of RRC.AP.

III. Required Competencies:

Professionalism: Sound knowledge and understanding of marine plastic litter, MSW and hazardous waste issues and the intergovernmental process. Familiarity with the Circular Economy, Waste and Resource Management architecture and landscapes. Understanding of concepts and good practices in capacity building, in particular in relation to the sustainable waste and resource management action. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Communication: Fluency in spoken and written English; excellent drafting skills; demonstrated skills in having two-way communications; openness in sharing information and keeping people informed; ability to tailor language, tone, style and format to match the audience.

Planning & Organizing:  Ability to formulate clear goals, prioritize activities and assignments; to allocate the appropriate amount of time and resources for completing work, foreseeing risks and allowing for contingencies when planning; and to monitor and adjust plans and actions as necessary.

IV. Required Qualifications and Experience:

Advanced studies in waste and resource management, environmental science, international relations, or relevant fields; higher levels of education in related fields would be an asset. Demonstrated knowledge of sustainable development and WaRM related issues with experience in project management, research, training, coordination/development and/or implementation of environmental and waste related projects and activities. A solid  knowledge and experience in working with computers and online systems including use of online events platforms is must.
